On Thursday, October 31, 2013 at approximately 6:43 a.m. Deputy J. R. Hatfield was dispatched to 7703 Sissonville Drive, Sissonville, WV. Metro 911 received a call a pedestrian had been struck by a pickup truck at that location.
The person struck by the vehicle was being loaded into an ambulance when Deputy Hatfield arrived. The patient was conscious and speaking with medics, but suffering from injuries to his head and body. A crew with the Kanawha County Emergency Ambulance Authority transported the patient to Charleston Area Medical Center: General Division for treatment. The patient’s name is Winfred Joe Miller, II. An update on his condition has not been obtained.
Several others witnessed the crash from different angles. Statements were gathered from the witnesses by Deputy Hatfield and Sergeant D. J. Waller, a member of the Kanawha County Sheriff’s Office’s Crash Reconstruction Team.
The driver of the involved vehicle, Danny Milam, said he was driving south on Sissonville Drive and saw something in the roadway ahead. By the time he realized the object was a person a collision was unavoidable. The roads were wet from recent rains, which is considered a contributing factor in the crash. Excessive speed was not a factor in the crash. The driver was not under the influence of drugs or alcohol. There were no indications the driver was distracted by an electronic device.
Initially, an entry into the call log at Metro 911 indicated the driver of the vehicle was having a heart attack either before or after the crash. This was false information.
