Pursuit leads to Deputy administering Narcan

On Friday, March 16, 2018, at approximately 11:16 PM, Sgt. D. Duff observed a 2015 white colored Honda Civic driving erratically and without head lights on I-64/I77 near the Leon Sullivan Way exit.  Sgt. Duff felt the driver of the vehicle may be impaired and attempted to stop the vehicle.  The vehicle refused to stop and continued traveling.  The vehicle was traveling at approximately 50 mph, and exited at the Leon Sullivan Way exit.  Sgt. Duff continued to attempt to stop the vehicle, however the driver continued onto MacCorkle Avenue, traveling towards Kanawha City.  The driver threw something out of the window during the short pursuit.   The vehicle was stopped near the intersection of MacCorkle Avenue and 39th Street in Charleston.     
Sgt. Duff approached the vehicle and found the driver, Daniel James Banks, 47 years old, unconscious.   Sgt. Duff was able to get Mr. Banks out of the vehicle and recognized that Daniel Banks was showing signs of an opioid overdose.   In an effort to save Mr. Banks life, Sgt. Duff administered 1 dose of Narcan to Daniel Banks.  The dose of narcan Sgt. Duff administered had no effect.   Medics were dispatched to the scene and also administered another dose of Narcan, and continued lifesaving measures.  Mr. Banks was transported to the hospital by medics and treated for the apparent overdose.  
Daniel James Banks was released from the hospital this morning and taken to the Kanawha County Sheriff’s Office.   He was processed and then transported to the South Central Regional Jail. 
Mr. Banks had an issued Michigan driver’s license, however he provided a Charleston address during the booking process.  
As is always the case in criminal matters, the charge against Daniel J. Banks is merely an accusation.  He is presumed innocent unless and until proven guilty.  Attached is a mugshot taken during Daniel J. Bank’s booking process this morning.
