Metro 911 has compiled totals for crashes reported on February 13, 2014 in Kanawha County. The total number of crashes reported is 92, 16 of which involved injuries to occupants.
The Kanawha County Sheriff’s Office responded to 32 of those crashes, a little more than 1/3 the total for the whole county.
The temperature changes and predicted additional snow is sure to cause more hazards for motorists today and tonight. Although many of the crashes yesterday and today are weather related, it is important to remember most are also driver-caused and can be avoided with extra caution and awareness.
Please allow extra travel time in your schedule, clear your windows of ice and your car tops of snow, and watch out for others on the roadways so everyone can have a safe and accident-free weekend.

On February 17, 2014 the Kanawha County Sheriff’s Office STOP (Sheriff’s Tactical Operations Patrol) Team followed up on tips received through the department’s meth tip line. Information from an earlier tip indicated Eric Toon was involved in the drug trade and was operating at 114 Roane Street, Charleston, Kanawha County WV. An investigation was conducted during which probable cause was developed to obtain a search warrant. The search warrant was executed at the property on Roane Street on February 17, 2014.
During the execution of the search warrant a .45 auto pistol was found, as was a small quantity of marijuana. Mr. Toon was at the residence. He is a convicted felon.
Mr. Toon was arrested, charged with being a felon in possession of a firearm. He was taken to South Central Regional Jail to await arraignment.
As is always the case in criminal matters, the charges against Mr. Toon are merely accusations. He is presumed innocent unless and until proven guilty. Attached is a mug shot taken during Mr. Toon’s arrest on February 17, 2014.

On February 19, 2014 Dunbar Police Department officers went to an address in the 1400 block of West Virginia Avenue in Dunbar, WV. They had a domestic violence petition to serve on Rick Dean Wilcox (65 years of age, of Dunbar), which required him to leave the residence. The petition had been issued earlier that day.
Mr. Wilcox met the officers at the door, then locked the door and fled into the house. Family members were waiting outside and provided officers with a key. The officers entered the house and saw Mr. Wilcox upstairs. Mr. Wilcox started to come downstairs, confronted the officers, then began fleeing upstairs again.
Family members told the officers Mr. Wilcox may have a firearm. The officers chased Mr. Wilcox upstairs and a struggle ensued. Mr. Wilcox produced a handgun during the struggle. He shot himself with his own weapon during the fight.
Officers heard the gunshot and immediately notified Metro 911, requesting additional assistance. Law enforcement officers from Dunbar Police Department, South Charleston Police Department, and the Kanawha County Sheriff’s Office responded within minutes. Ambulances from the Kanawha County Emergency Ambulance Authority were also dispatched and began life-saving measures upon arrival.
Mr. Wilcox was transported to Thomas Memorial Hospital where he was later pronounced dead. The Dunbar Police Chief asked the Kanawha Bureau of Investigation to investigate the incident. Detectives searched the scene and interviewed witnesses overnight. The investigation is still active.
No one else was seriously injured during the incident.

Shortly after 11:00 p.m. on February 23, 2014 a stabbing was reported to Metro 911. Two men were fighting in the street. Kanawha County Sheriff’s Deputies were dispatched and arrived within a few moments.
Tracy Stalnaker and Trevor Goins, both of Sissonville, WV, had stabbed each other with the same knife. The two went outside a nearby residence to fight in the street on Teresa Lane in Sissonville. Mr. Stalnaker stabbed Mr. Goins in the leg. Mr. Goins then removed the knife from his leg and stabbed Mr. Stalnaker in the back.
Both were transported by Kanawha County Emergency Ambulance Authority personnel to an area hospital for treatment of their wounds. Their injuries were believed by investigators to be non-life-threatening.
Decisions about potential charges will be made at a later time.

On Sunday, February 23, 2014 interviews were conducted and anonymous tips received. Probable cause was developed to obtain a search warrant for Mrs. Woods’ residence on West Main Street near Saint Albans.
While conducting the search the body of an adult female was found in an outbuilding behind the house. The body was taken by the Office of the Chief Medical Examiner for autopsy and identification.

On February 24, 2014, detectives with the Kanawha Bureau of Investigation arrested Jessica Lee Woods (36 of West Main Street, Saint Albans, WV) for the murder of her mother, Eva Linda Woods.
Eva Woods was reported missing on Saturday, February 22, 2014. Detectives had suspicions about the initial reports of Eva Woods’ disappearance. During the course of the investigation many interviews were conducted. A series of search warrants was executed resulting in the collection of evidence, and ultimately in the discovery of Eva Woods body in a shed on the property behind her house on West Main Street, near the City of Saint Albans, WV. In that shed a shallow grave had been partially dug. An autopsy of the body was performed by the Office of the Chief Medical Examiner, who then ruled the manner of death as homicide, and confirmed the body was that of Eva Linda Woods, 59 of Saint Albans.
Jessica Woods was located at the Days Inn Hotel in Kanawha City, Charleston, WV, on the morning of February 24, 2014. She was brought to Kanawha County Sheriff’s Office Headquarters for an interview. She was subsequently charged with murder and taken to Kanawha County Magistrate Court for arraignment. Magistrate Harshbarger scheduled a preliminary hearing on the matter for March 3, 2014 at 1:30 p.m. Jessica Woods was then taken to South Central Regional Jail.

On February 25, 2014 Shawn Michael Legg, 32 of Saint Albans, WV, was arrested for Accessory After the Fact to Murder. The charge relates to the murder of Eva Linda Woods. Eva Linda Woods’ daughter, Jessica Woods, has been charged with murder in the matter. Mr. Legg was living with Jessica Woods at the house on West Main Street belonging to Eva Woods. Eva Woods’ body was found in a shed behind that house on Sunday, February 23, 2014.
Jessica Woods alleged she told Shawn Legg about the murder. He then disposed of an item used as a weapon against Eva Woods.
Mr. Legg was arraigned by Magistrate Harshbarger, and received a bond of $45,000.00 property or 10% cash. Mr. Legg was unable to make bond and was taken to South Central Regional Jail.
Although there have been two arrests in the matter detectives are still investigating the murder and events surrounding it. Anonymous tips have been received and reviewed by the detectives during the course of the investigation. Winter weather returned this morning and may have contributed to an increase in the number of crashes. Since midnight, when snow showers began in the area, through 10:00 a.m., Metro 911 received reports of 33 crashes in Kanawha County. Eleven of those were reported to involve injuries to vehicle occupants.
The Kanawha County Sheriff’s Office responded to 15 of the 33 crashes, including six with injuries.
Please be alert while driving, and take needed precautions accounting for the cold and precipitation.

On March 7, 2014 two more arrests were made in the investigation of the murder of Kareem Hunter of Charleston. Miguel Quinones, 36 of Charleston, and Deveron Patterson, 26 of Beckley, were both arrested today. They were both charged with first degree murder.
Patterson was arrested near his home. Quinones was arrested at Southern Regional Jail, where he was already incarcerated for a violation of probation charge related to a Fayette County murder conviction.
Detectives with the Kanawha County Sheriff’s Office, Kanawha Bureau of Investigation, Charleston Police Department, and Raleigh County Sheriff’s Office assisted with the investigation.
As is always the case in criminal matters, the charges against Mr. Quinones and Mr. Patterson are merely accusations. They are each presumed innocent unless and until proven guilty.

On March 10, 2014 at approximately 6:21 a.m., a crash was reported to Metro 911. It occurred in the 4900 block of Big Tyler Road, in Cross Lanes, WV. Two vehicles were involved in the crash. Kanawha County Sheriff’s Office Deputies were dispatched to the scene.
A Buick SUV attempted to pass an uninvolved vehicle in a no-passing zone while driving toward Dunbar. A Ford Explorer was being driven by a 16 year old driver toward Cross Lanes. The Buick struck the Ford in a head-on collision. The uninvolved vehicle’s driver witnessed the crash.
Both drivers were trapped in their vehicles until they were extricated by members of the Tyler Mountain Volunteer and Institute Volunteer Fire Departments. Both drivers were then transported to the hospital by Kanawha County Emergency Ambulance Authority personnel with non-life threatening, but serious, injuries.
The driver of the Buick will likely face criminal charges in the matter. The crash is being investigated by Corporal J. A. Ratliff of the Kanawha County Sheriff’s Office. Attached is a photo of the crash taken by Corporal Ratliff.

On March 11, 2014, just before midnight, a Deputy with the Kanawha County Sheriff’s Office patrolling Jefferson heard approximately five gunshots in rapid succession from the area of Sheer Fantasy Show Bar in the 6800 block of MacCorkle Avenue SW. He responded immediately. At the same time, dispatchers at Metro 911 received 911 calls reporting the incident.
As Deputies arrived they were aided by officers from the Saint Albans and South Charleston Police Departments. Several callers reported descriptions of people seen leaving the area immediately after the shots were fired. One person matching a description was temporarily detained and identified. He was cooperative with the investigators. He was not taken into custody.

On March 11, 2014 at approximately 9:50 p.m. a Toyota Corolla was being driven east on I-64 near Cross Lanes, WV. The vehicle went off the roadway to the right, onto the shoulder. It struck the guardrail, then went over the embankment coming to rest in a ditch along New Goff Mountain Road. The driver was trapped inside the vehicle.
Members of the Tyler Mountain and Institute Volunteer Fire Departments responded to assist. They were able to extricate the driver from the wreckage. She was then transported by an ambulance with the Kanawha County Emergency Ambulance Authority to Thomas Memorial Hospital for treatment.
The crash is being investigated by Deputy S. M. Adams. The investigation into the cause of the crash is on-going. Weather was not a factor. The driver’s current condition is unknown.

On the evening of March 11, 2014 members of the Kanawha County Sheriff’s Office and the United States Marshals CUFFED Task Force went to an address in Chesapeake, WV in search of a fugitive from justice. The fugitive’s name was Isaiah Lamont Hunter, 28 years old of Chesapeake, WV. Mr. Hunter was wanted for a parole violation stemming from a robbery conviction in Ohio. He also had an outstanding burglary warrant from Dayton, OH.
A lead indicated he was staying with a girlfriend in Chesapeake. When the Deputies arrived they learned that Mr. Hunter had been seen walking down Route 61 in Chesapeake only a few minutes before their arrival. They also learned he was not staying with his girlfriend, but at another address in Chesapeake. The team went there and located Mr. Hunter. He was taken into custody. He was then taken to South Central Regional Jail where he will be held until a decision is made regarding his extradition.
The Kanawha County Sheriff’s Office regularly partners with the United States Marshals Service to apprehend fugitives in the area. The combination of local Deputies’ experience and federal resources has proven to be very effective. Currently two Kanawha County Deputies are assigned to the CUFFED Task Force, a creation of the U. S. Marshals Service. CUFFED is an acronym for Cops United Felony Fugitive Enforcement Division.

On March 12, 2014 Deputies with the Kanawha County Sheriff’s Office and members of the United States Marshals Service’s CUFFED Task Force arrested David Allen Young. Mr. Young was wanted for escape after he violated the terms of the Kanawha County Home Confinement Program. A Circuit Court capias was also issued relating to charges of robbery and petit larceny.
Deputies were following up on tips received after Mr. Young was featured on WCHS TV’s Fugitive Files segment last week. He was arrested at an apartment on Westminster Way in Charleston. He was arraigned at Kanawha County Magistrate Court where a bond of $25,000 cash was set. No bond was issued for the circuit court capias. Mr. Young will have to appear before a Kanawha County Circuit Court judge to have a bond set in that matter.
