September 4, 2013: Pedestrian Struck in Dupont City

On September 4, 2013, shortly before 3:00 a.m., Metro 911 received a call regarding a struck pedestrian.  A Con-Way Freight tractor-double trailer was traveling east along the 3100 block of Dupont Avenue in Dupont City, near Belle, WV.  The truck is believed to have been traveling between 25 and 35 mph.  According to the driver he saw a pedestrian walking east in the west-bound lane.  The pedestrian turned his head and saw the approaching truck.  The driver said as he passed the pedestrian something ran in front of his truck and was struck by the truck.  He brought the truck to a halt and began searching the area with a flashlight.  He found the presumed pedestrian in a roadside ditch.

 

The Kanawha County Emergency Ambulance Authority transported the struck pedestrian to CAMC General Division for evaluation and treatment.  He has non-life threatening injuries and was conscious and communicating. 

 

Deputy J. Coulter and Sergeant K. White were at the scene gathering evidence, documenting the crash scene, and conducting interviews.  The driver of the truck exhibited no signs of drug or alcohol use.  As a precaution, and to bolster their observations, they administered a preliminary breath test which revealed the driver’s blood alcohol content was 0.0%. 

 

Deputy Coulter also responded to the hospital and was able to interview the injured pedestrian. 

 

At the time of this release the report is incomplete.  The names of the involved may be released later in the day.

September 4, 2013: Arrest of Marijuana Cultivator

On Monday, September 2, 2013 the Kanawha County Sheriff’s Office STOP Team received a tip regarding drug activity in the 4900 block of Campbell’s Creek Drive.  The tip indicated Joey Franklin Washington, 42 years of age of Campbell’s Creek, WV, was selling drugs at his residence.  The deputies went to investigate the tip and met with Mr. Washington at the front door.  Mr. Washington allowed deputies to search the residence and property.

 

In the back yard thirteen marijuana plants were located.  Some were in plastic pots while others were planted in the ground.  All plants were approximately four feet tall.  The estimated street value for the seizure is $26,000.00. 

 

Mr. Washington was arrested for possession with intent to deliver.  He was booked, and taken to South Central Regional Jail to await arraignment when Magistrate Court reopened following Monday’s holiday.  His bond was later set at $1,000.00 cash, which has since been posted.

 

Attached is a mug shot of Joey Franklin Washington.  As is always the case in criminal arrests, the charges against Mr. Washington are merely accusations.  He is presumed innocent unless and until proven guilty.

Warrants obtained on two individuals

UPDATE Sept 10, 2013 11:30 am:

 

Thanks to the media’s release of the photographs/video and the public’s assistance in this case, numerous individuals have contacted the Kanawha County Sheriff’s Office or submitted tips via our website at www.kanawhasheriff.us , regarding the identities of these two individuals.  As a result of these tips, Cpl. J.A. Ratliff was able to identify both individuals in this incident. 

 

On September 10, 2013, Cpl. J.A. Ratliff obtained warrants on Tyler A. Williams, 22 years of age from the Cross Lanes area and Gay Washington, 38 years of age from the Cross Lanes area.  Tyler Williams is being charged with breaking and entering.  Gay Washington, is being charged with accessory before the fact to breaking and entering. 

 

The Kanawha County Sheriff’s Office is actively attempting to apprehend the two individuals.  Again, we are asking the media and the public’s assistance in locating these individuals.   Attached are photographs of each of the individuals.

ORIGINAL PRESS RELEASE:

 

On September 9, 2013, at approximately 4:57 am, two white males pulled onto the side parking area of the Go-Mart located at 123 Goff Mountain Road, Cross Lanes.  The males were in a black colored Ford Ranger, which appeared to be filled with wooden pallets and other misc items. 

 

The passenger exited the vehicle walked to the front of the business and looked towards the front entrance.  The male then approached the rear entrance to the business.  He then entered the rear entrance of the store and went into the office.  The male then stole 4 bank bags from the business. 

 

The second individual (driver) exited the vehicle and stood near the side of the business.  While standing there, the male took off his all of his clothing, down to his boxer/briefs, and socks.  The male paced around the area in his underwear and socks, trying to get into the locked exterior bathroom doors of the business. 

 

The clerk was busy assisting customers while the incident occurred and did not notice anyone enter the rear entrance of the business. 

 

The Kanawha County Sheriff’s office is asking the media and the public’s assistance in identifying the two individuals listed in the photographs.  Anyone with any information is asked to contact the Kanawha county Sheriffs’ office at 304-357-0169.   Cpl. September 16, 2013: Invitation to Drug Court Graduation

Please join in the celebration of graduation from West Virginia’s Adult Drug Court Diversion Program in Kanawha County.  The ceremony will be September 19, 2013 at 3:00 p.m. in the Kanawha County Courthouse, on the second floor in historic Courtroom 4.  During the ceremony seven will graduate, bringing the total number of program graduates to 51.

September 18, 2013: Kanawha Co Comm Meeting Presentations

At the Kanawha County Commission meeting on September 19, 2013, the Kanawha County Sheriff’s Office will honor two employees for recently helping save lives.  Sergeant Justin H. Thaxton prevented a woman from attempting suicide, and Tax Division Deputy Christine Shamblin assisted an interstate traveler who had received a life threatening bee sting until an ambulance arrived to transport to a hospital. 

 

Sheriff John Rutherford will make a presentation at the meeting regarding their efforts.  Following the presentation interviews can be arranged in the hallway or outside the courthouse (weather permitting).  The meeting is scheduled to begin at 5:00 p.m.  Please call me with any questions, and I hope to see you all at the meeting.

September 19, 2013: Warrant Issued in Robbery

On September 17, 2013, shortly after 3:00 p.m., Metro 911 received a report of a robbery that occurred at the McDonald’s on Big Tyler Road in Cross Lanes.  The robbery occurred in the restroom, and the restaurant was not the victim of the crime.  Corporal C. E. O’Neal responded and spoke with the victim and others at the establishment.

 

The victim said he saw Robert Marshall, 23 years of age of Cross Lanes, WV.  Mr. Marshall talked to the victim before the victim went to the restroom.  The 27 year old male victim said Mr. Marshall knew the victim had cash on his person, and followed him to the restroom.  Inside the restroom Mr. Marshall grabbed the victim about the neck and stole cash from his pockets.  No weapon was brandished or used to harm the victim.   

 

Corporal O’Neal sought Mr. Marshall to question him, but he was not found.  Corporal O’Neal then obtained a warrant for Mr. Marshall for robbery through Kanawha County Magistrate Court.  Anyone with information his whereabouts is asked to call 304-357-0169 or submit a tip at www.kanawhasheriff.us

October 31, 2013: Body Located in Raleigh County May be Connected to Kanawha County Murder

On October 30, 2013 Deputies with the Raleigh County Sheriff’s Office received word a body had been found in a shallow grave.  Scavengers searching property around an abandoned house on Old Turnpike Road near Beckley located the grave.  Information known to the Raleigh and Kanawha County Sheriff’s Offices linked the grave site to an active murder investigation in Kanawha County. 

 

Raleigh County Sheriff Steve Tanner contacted the Kanawha County Sheriff’s Office.  He invited detectives to witness and assist with the recovery of the body and processing the area as a crime scene.  Detectives with the Kanawha County Sheriff’s Office went to the area on October 30, and returned October 31, 2013.

 

On the morning of October 31, 2013, Detectives with the Raleigh and Kanawha County Sheriff’s Offices, and investigators with the Office of the Chief Medical Examiner of West Virginia exhumed the remains of an adult male.  The remains were taken to the Medical Examiner’s office for identification and autopsy. 

 

There are facts known to the detectives indicating the body may be that of Kareem Hunter of Charleston, WV.  Mr. Hunter was last seen in Charleston, WV, on September 23, 2013.  During their investigation, detectives with Charleston Police Department discovered a crime scene in Marmet, WV, where investigators believe Mr. Hunter was killed.  One person, Kelsey Legg of Marmet, has already been charged in the case.  The investigation is continuing.

October 31, 2013: Pedestrian Struck Early Morning in Sissonville

On Thursday, October 31, 2013 at approximately 6:43 a.m. Deputy J. R. Hatfield was dispatched to 7703 Sissonville Drive, Sissonville, WV.  Metro 911 received a call a pedestrian had been struck by a pickup truck at that location. 

 

The person struck by the vehicle was being loaded into an ambulance when Deputy Hatfield arrived.  The patient was conscious and speaking with medics, but suffering from injuries to his head and body.  A crew with the Kanawha County Emergency Ambulance Authority transported the patient to Charleston Area Medical Center:  General Division for treatment.  The patient’s name is Winfred Joe Miller, II.  An update on his condition has not been obtained.

 

Several others witnessed the crash from different angles.  Statements were gathered from the witnesses by Deputy Hatfield and Sergeant D. J. Waller, a member of the Kanawha County Sheriff’s Office’s Crash Reconstruction Team. 

 

The driver of the involved vehicle, Danny Milam, said he was driving south on Sissonville Drive and saw something in the roadway ahead.  By the time he realized the object was a person a collision was unavoidable.  The roads were wet from recent rains, which is considered a contributing factor in the crash.  Excessive speed was not a factor in the crash.  The driver was not under the influence of drugs or alcohol.  There were no indications the driver was distracted by an electronic device.

 

Initially, an entry into the call log at Metro 911 indicated the driver of the vehicle was having a heart attack either before or after the crash.  This was false information.

WV Sheriffs’ Association to receive donation from High School students raising funds for vests

State officers and sheriffs of the WV Sheriffs’ Association will be at Herbert Hoover High School, Clendenin, WV, today at 1:00 p.m. to receive a donation from some ambitious high school musicians who raised money to buy deputies in the State bullet proof vests.

 

The students, who’s band calls itself "Everpulse" regularly conducts free community concerts where the invite various bands to come and play for the public.  During the normally day long concerts, the group sells concessions and accepts donations for the worthy cause they determine prior to the event.

 

During the September 7, 2013 event, the boys decided that the WV Sheriffs’ "In-Vest" program would receive the fruits of their labor.  In-Vest was began by the WV Sheriffs’ Association in late 2012 after a deputy sheriff was shot by a man who had just killed two WV Troopers in central WV.  The deputy was chasing the murderer and upon coming upon him, the deputy was shot and injured.  He was saved by the bullet proof vest he was wearing, which was a borrowed vest he was wearing from his part time employment as a local area city officer.  The WVSA has been raising funds since that time and expects to begin the first round of handing out vests this month.

 

Today’s presentation by the students will be the culmination of their effort to support those people in WV who risk their lives daily in order to protect their citizens.  Members of Everpulse are Herbert Hoover HS seniors are Cody Carpenter, Daniel Woody, John Page and Johnny Mollohan, who recently graduated from HHHS.  The four young men will be presented Certificates of Appreciation by Cabell County Sheriff Tom McComas, WVSA President and Kanawha Co. Sheriff John Rutherford.

The 9 O’Clock Hour was Busy for Officers

Although the evening was busy with non-Halloween related calls, Kanawha County Sheriff’s Deputies enjoyed a fairly nice Halloween evening with only a handful of vandalism complaints. Just before 9:00pm, Deputies and State Police responded to Campbell’s Creek for what was believed to be a person in the woods shooting a pellet gun at passing motorists. At least one vehicle was struck causing damage. The woods were searched with Night Vision Technology and FLIR (thermal imaging) which detects body temperature but the gunman had fled the area.

 

At 9:00pm on the Quincy Mall Parking Lot, teenagers threw eggs at motorists and were apprehended and written citations. There was no damage to vehicles reported.

 

Also, around 9:00pm Deputies and State Police responded to Cabin Creek Road for an auto accident after traffic was backed up for a vandal created roadblock. The driver of the vehicle, Allen David Pettry age 50 of Miami crashed his 1999 Chevrolet Lumina into a stopped vehicle and power pole. He was believed to be under the influence of alcohol and was arrested and charged with Driving Under the Influence, by Deputy J. L. Lester. He was transported to the SCRJ.

November 1, 2013: Head-On Collision in Pinch

On November 1, 2013 at approximately 10:30 a.m. Deputy B. K. Howery responded to a head-on crash on Pinch Road North near the intersection with Waters Edge Drive.  A vehicle driven by Charlene Copen (54 years old of Blacklick, OH) veered off the roadway, then across its proper lane and into the opposite lane where it struck another vehicle in an angled head-on collision.  The other vehicle was driven by Lena Parsons (44 years old of Amma, WV). 

 

Both drivers sustained injuries and were transported to Charleston Area Medical Center:  General Division for treatment.  Mrs. Parsons was initially trapped in her damaged vehicle, a 2002 Pontiac Sunfire.  Local fire department members were able to extricate her from the vehicle.  Mrs. Copen was reportedly ejected through the front passenger window of her 1993 Ford Ranger pickup truck.

 

Deputy Howery went to the hospital to take statements from the injured drivers.  The investigation is continuing.  Deputy Howery hopes to identify all contributing factors to the crash before making a decision about what, if any, criminal charges to file.

November 6, 2013: Fatal Crash on Coal River Road

On November 6, 2013 at approximately 4:25 p.m. Metro 911 received a call of a single vehicle crash on Coal River Road. Deputy J. Yost of the Kanawha County Sheriff’s Office responded and investigated the crash.

A white Chevrolet Cavalier traveling south exited the roadway to the left and struck a tree. Witnesses believed the vehicle was traveling approximately 55 mph prior to impact.

One witness to the crash said the vehicle braked until almost stopped, them accelerated suddenly. The witness saw this several times immediately prior to the crash, and planned to report the driving as soon as the witness believed it was safe to make a call to 911.

The vehicle may have been the subject of a BOLO (be on the lookout) issued by Metro 911 several moments earlier which reported a white car traveling the same direction being operated erratically near the intersection of Coal River Road and West Main Street near Saint Albans.

The driver, Tammy Holsopple (47 years old of Tornado, WV) was not wearing a seatbelt at the time of the crash. Airbags deployed during the collision. Mrs. Holsopple was trapped in the car. Members of the Tornado and West Side Volunteer Fire Departments responded and extricated her from the vehicle. Mrs. Holsopple subsequently died.

The Office of the Chief Medical Examiner of West Virginia will perform a toxicology test as part of their investigation.

November 8, 2013: Body Found on Simmons Creek

On November 8, 2013, at approximately 7:00 a.m. Kanawha County Sheriff’s Deputies responded to the 3400 block of Simmons Creek Road, near Belle, WV.  The body of an adult male was found on the roadside.  The deceased male is Lewis Taylor, Jr., 30 years old of the Valley Grove community. 

 

An investigation into the cause of death is underway at the Office of the Chief Medical Examiner of West Virginia.  There were no visible signs of trauma or foul play. 

 

Taylor was participating in the Kanawha County Sheriff’s Office Day Report Program, having been ordered to through Kanawha County’s Domestic Violence Court. 

 

Additional information may be available following the Medical Examiner investigation.

November 13, 2013: Fatal Crash on I-79

This morning a crash occurred on I-79 near Big Chimney. One person died as a result of injuries received in the crash. Kanawha County Deputy Sheriffs are investigating. A Crash Reconstruction team from our agency is also on scene assisting. Additional details will be released this afternoon.

November 13, 2013: Arrest of Escapee

On November 13, 2013 The Kanawha County Sheriff’s Office STOP team was conducting a drug investigation in the eastern part of Kanawha County.  During the course of this investigation we received information that an escapee was staying on 3rd avenue in Glasgow.  We were advised that the subjects name was Kevin Dale Burford and he was currently in NCIC.  Kevin Burford escaped from work release approximately 1 month ago and had apparently been staying in the Glasgow area during this time. 


The STOP team responded to 113 3rd Avenue in Glasgow and located Burford in this residence attempting to hide.  He was taken into custody without incident.  Burford was still wearing his department of corrections T-shirt with his name and department of corrections number on it.

He is currently (12:40 p.m.) being processed and will be arraigned in Kanawha County Magistrate Court soon.  


November 13, 2013: Additional Information on Fatal Crash on I-79

On November 13, 2013, at approximately 7:49 a.m., Sergeant J. Haynes of the Kanawha County Sheriff’s Office was investigating a crash on Interstate 79 at mile marker 7 near Big Chimney. Black ice on a highway bridge was possibly a contributing factor. While Sergeant Haynes was investigating that crash a second, single-vehicle crash occurred on the bridge resulting in a fatality.

A 2006 Chevrolet Malibu was traveling north. The driver lost control on the bridge crossing Little Sandy Creek. The vehicle struck a concrete wall, then went onto the wall and traveled along it before falling over the concrete barrier. Black ice may have been a contributing factor in this second crash, too.

The driver, James Hoover of Big Chimney, was ejected from the car, and sustained injuries which resulted in his death. The Office of the Chief Medical Examiner responded to assist with the investigation.

The passenger, a 13 year old male, was trapped inside the wreckage until crews from the Clendenin and Pinch Volunteer Fire Departments were able to extricate him. He was then taken by Kanawha County Emergency Ambulance Authority medics to Charleston Area Medical Center: General Division for treatment. This morning he was in critical, but stable condition.


Note to journalists: I apologize for the lateness of the release. I am aware of the deadlines for noon broadcast scripts. I waited to discuss the crash with the investigating deputies until they were clearing from the scene. Until they finish their jobs investigating the roadways had to remain closed or limited to fewer lanes, which holds up traffic, diverts cars to smaller, residential roadways, and poses greater risks of future accidents. I didn’t want to delay the highway reopening. Thanks for your patience and understanding.

November 17, 2013: Traffic Stop Leads to Drug Seizure

Shortly after 1:00 a.m. on November 17, 2013, Deputy B. K. Howery of the Kanawha County Sheriff’s Office was on patrol on Frame Road in the Elkview area.  He witnessed a vehicle speeding and turned to follow it.  The vehicle crossed the center line and also had defective lights on the rear of the vehicle.  A traffic stop was made at the Elkview park-and-ride near the intersection of Will’s Creek and Frame Road.

 

The driver and sole occupant of the vehicle was Donald Russell Falls, 35 years old of Walgrove Road, Elkview, WV.  Deputy Howery detected the odor of an alcoholic beverage on Mr. Falls breath.  He asked Mr. Falls to exit the vehicle to perform field sobriety tests.  As Mr. Falls was getting out of his car a small baggie containing a leafy substance fell to the ground.  The substance had an odor of marijuana.  A field test indicated it was marijuana.  During a subsequent search of the vehicle additional bag of marijuana was located and seized.  Inside that bag were six separate baggies of marijuana.  In sum the marijuana weighed more than 50 grams and has an estimated street value of more than $500.00.

 

Mr. Falls was arrested and charged with possession of a controlled substance with intent to deliver, a felony.  His vehicle was towed.  He was taken to South Central Regional Jail to await arraignment.

November 18, 2013: Stolen Vehicle Located within One Hour

On Sunday, November 17, 2013, at approximately 5:00 a.m., Deputy J. Lester of the Kanawha County Sheriff’s Office was dispatched to a residence in Marmet, WV, for a stolen vehicle complaint.  A Buick Lucerne was stolen from a resident of Marmet sometime after midnight. 

 

The vehicle had OnStar installed and active, and the owner had already reported the theft to OnStar.  Deputy Lester spoke with OnStar staff, as well.  Their representative was able to locate the vehicle on Virginia Street in Charleston, notifying the Kanawha County Sheriff’s Office at approximately 5:55 a.m. 

 

Deputy Lester responded to the vehicle and found it abandoned.  He processed the vehicle for evidence and notified the owner.  The owner responded to the scene and took possession of his vehicle, again.  The investigation into the theft is continuing.  Anyone with information is asked to call 304-357-0169.

 

Deputy Lester is assigned to a unit within the Sheriff’s Office called East City Patrol.  He patrols within city limits of several cities in Kanawha County east of Charleston to help provide overnight protection to the residents and businesses.

November 19, 2013: Man Detained by Homeowner after Burglary

On November 19, 2013 at approximately 4:21 a.m. Metro 911 received a 911 call from Giles Hollow Road, Cabin Creek, WV.  Corporal R. D. Evans of the Kanawha County Sheriff’s Office was dispatched.  The caller said he caught someone trying to steal his car.  The caller had chased and stopped the man, and was detaining him until law enforcement arrived.

 

While investigating the incident Corporal Evans learned the following.  Matthew Aaron Martin (21 years old of South Homewood Drive, Charleston WV) needed a place to stay, and asked a friend in Cabin Creek if he could stay with him for the night.  During the night he stole his friends vehicle, a 1991 Ford F-150.  Mr. Martin took his friend’s children’s video game system, as well.  Along Giles Hollow Road the F-150 broke down.

 

Mr. Martin walked along Giles Hollow Road until he came to a residence with an unlocked front door.  He entered that house and stole keys and credit cards from a purse, a digital camera, another video game system, and a laptop.  Using the keys stolen from a resident’s purse he attempted to steal the car.  The residents were awakened by Mr. Martin’s activity and confronted him.  He was detained by a resident, Jason Beverly, Jr.  Mr. Beverly stopped Mr. Martin from fleeing the area with items stolen from Mr. Beverly’s residence.

 

An ambulance from the Kanawha County Emergency Ambulance Authority was called to treat minor injuries to Mr. Martin.  Mr. Martin was then transported to CAMC General Division.

 

Mr. Martin is currently under arrest.  He will be charged with two counts of grand larceny (felonies), one count of burglary (felony), and petit larceny (misdemeanor).  He has not been arraigned, but should be within 30 minutes (the current time, just before sending this email, is 9:42 a.m., November 19, 2013).  A redacted copy of the criminal complaint charging Mr. Martin with these crimes has been prepared.  It will be made available after the document is filed with the court at Mr. Martin’s arraignment. 

 

Mr. Martin is also currently on bond for transferring and receiving stolen property, a misdemeanor.  That charge was the result of another burglary investigation.
