November 21, 2013: Anonymous Tip Helps Stop Meth Lab

On November 20, 2013 the Kanawha County Sheriff’s Office STOP team was investigating a drug tip that a subject was manufacturing methamphetamine in a wooded area along Quincy Hollow Road.  STOP team members responded to this area and located a white male exiting the woods behind a residence on Quincy Hollow Road.  


The male, Alton Douglas Mullins, Jr (34 years old of Quincy) was identified.  A methamphetamine shake and bake lab was located in the woods along with finished product on Mr. Mullins’ person.


Mr. Mullins was arrested and taken to Kanawha County Magistrate Court where he was arraigned on a felony count of operating a clandestine laboratory.  He was then taken to South Central Regional Jail in lieu of bond.

This clandestine meth lab was discovered thanks to a tip submitted by a concerned citizen.  The Kanawha County Sheriff’s Office encourages anyone with information on the operators, location, and methods of meth labs to call 304-357-4693.  Tips can also be received through our website, at www.kanawhasheriff.us.  All those submitting tips can remain anonymous.

As is always the case in criminal matters the charge against Mr. Mullins is merely an accusation.  He is presumed innocent unless and until proven guilty.

November 20, 2013: Task Force Finds Fugitives in Sissonville

On November 19, 2013 members of the Kanawha County Sheriff’s Office Warrant Division and Deputy United States Marshals arrested two people in Sissonville on outstanding warrants.  The team was searching for Jonathan Joseph “JJ” Riccio (35 years old, of Sissonville, WV).  A Kanawha County Circuit Court capias had been issued for his arrest.  The underlying charges were conspiracy, operating a clandestine laboratory, and two counts of exposing a minor to methamphetamine. 

 

The Deputies were led to an address on Shady Ridge Road near Sissonville.  The door was answered by a female named Alisha Amber Fisher (24 years old, of Sissonville, WV).  Mrs. Fisher denied Mr. Riccio was in the residence.  The Deputies knew Mr. Riccio and Mrs. Fisher were in a relationship.  They also knew she had an active capias for several misdemeanor charges. 

 

Mrs. Fisher was detained and the residence was checked for Mr. Riccio.  He was found in a bedroom.  Also located in the bedroom was drug paraphernalia, a rifle, and ammunition.  Mr. Riccio is a convicted felon, and therefore prohibited from possessing firearms. 

 

Mrs. Fisher was arrested and taken to Kanawha County Magistrate Court, then to South Central Regional Jail to await further proceedings.  Her bond is set at $500.00 cash.

 

Mr. Riccio was also arrested.  He was taken to South Central Regional Jail to await further proceedings in his matter.  In addition to being arrested for the outstanding capias he was charged with being a prohibited person in possession of a firearm.

 

The Kanawha County Sheriff’s Office and United States Marshal’s Office work together to apprehend fugitives on the CUFFED (Cops United Felony Fugitive Enforcement Division) Task Force.  The combination of federal resources and training with local knowledge and manpower has resulted in the arrest of many fugitives in the region. 

 

Attached is a mug shot taken during Mrs. Fisher’s arrest at the Kanawha County Sheriff’s Office, and a mug shot of Mr. Riccio taken at South Central Regional Jail.

November 26, 2013: Armed Robbery in Cross Lanes

On November 25, 2013 at approximately 9:40 p.m. a robbery was reported to Metro 911.  The crime occurred at the 7-Eleven store on Big Tyler Road in Cross Lanes, WV.  The clerk said a black male wearing a black, long-sleeve shirt, blue jeans, black shoes, and a ski mask entered the store and demanded money.  The suspect brandished a handgun during the robbery.  He left with an undisclosed amount of cash.

November 28, 2013: Purse Thief Caught in Cross Lanes

On November 28, 2013 at approximately 2:11 p.m. (Thanksgiving Day), Deputies S. M. Adams and J. M. Burdette were dispatched by Metro 911 to the Kroger store on Big Tyler Road in Cross Lanes, WV.  A stolen purse had been reported at that store.

 

A shopper was on the lot with her groceries still in a shopping cart.  As she was loading the groceries into her car a man stole her purse from the cart’s child seat.  The suspect, later identified as Richard Jason Palmer (28 years old of Nitro, WV), had fled on foot.  The victim alerted a store employee. 

 

The female store employee ran to assist and began chasing Mr. Palmer when she spotted him.  Mr. Palmer fled on foot.  Two men saw the chase from their vehicle as they were in traffic.  They got out of her their vehicle and ran to assist.  Mr. Palmer dropped the purse, and the Kroger employee chasing stopped to recover the purse.  The two men continued to follow Mr. Palmer until they caught him on the lot of a nearby restaurant where they prevented him from fleeing farther. 

 

Deputy K. M. Gaddy was the first law enforcement officer on scene.  He took custody of Mr. Palmer.  Kanawha County Emergency Ambulance Authority medics treated Mr. Palmer for minor injuries at the scene.

 

Inside the victim’s purse was more than $200.00 cash, a wedding band, a smart phone, and several other valuable items, totaling more than $1,000.00.  The value of the items made the crime a felony, grand larceny.  All of the items were recovered and returned to the victim.

 

Mr. Palmer was charged with grand larceny.  Kanawha County Magistrate Court was closed at the time of his arrest, and he will be arraigned by video at the next opportunity.  As is always the case in criminal matters, the charge against Mr. Palmer is merely an accusation.  He is presumed innocent unless and until proven guilty.

December 2, 2013: Deputies Seek Help Identifying Suspects in Check Fraud

In mid-November, 2013, Deputy B. L. Varney of the Jackson County Sheriff’s Office began an investigation into stolen checks which were passed in Kanawha County.  The Kanawha Bureau of Investigation is now assisting with the case. 

 

Attached are images from surveillance footage at the Elkview 7-Eleven store where two suspects passed one of the forged checks.  One suspect is wearing a blue WVU sweatshirt with a camouflage coat.  The other is wearing a blue coat and red hat.  Both suspects are white males.  They were seen in a two-tone, older model Ford F-150.

December 2, 2013: Felon with Gun Arrested After Hunting

On December 2, 2013 Sergeant J. Thaxton was patrolling the Sissonville area.  He saw a driver of a Dodge pickup not wearing a seatbelt.  Sergeant Thaxton stopped the vehicle and spoke to the driver, Walter Hamrick (59 years of age of Sissonville).  Mr. Hamrick had no valid driver’s license.  His license was revoked almost 13 years ago for unpaid citations and other miscellaneous reasons.  He was wearing a hunting vest and had a rifle in the passenger seat.

 

Sergeant Thaxton asked headquarters communication staff to run a criminal history on Mr. Hamrick to determine if he had previously been convicted of driving on a revoked license.  That check revealed Mr. Hamrick was convicted of breaking and entering and grand larceny, both of which are felonies. 

 

Despite the felony convictions, Mr. Hamrick had a valid hunting license.  He had already killed a deer that day.  The deer had been checked at a processing station and the antlers were in Mr. Hamrick’s vehicle.

 

Being a convicted felon in possession of a firearm is a misdemeanor in this incident.  Mr. Hamrick was charged with the violation.  He was also charged with several traffic violations.

 

The vehicle was towed.  The gun, hunting license, hunting vest, and the antlers were seized as evidence.

 

He was arraigned at Kanawha County Magistrate Court and released on a personal recognizance bond.

December 7, 2013: Detroit Man Arrested on Drug Charges

On December 6, 2013 the Kanawha County Sheriffs STOP team received a tip that a male from Detroit, Michigan was in our area distributing heroin.  The tip was investigated and the male was identified as Denzell Lamarr Bunkley.  

 

Mr. Bunkley is from Detroit and had been in the area for a couple of days.  Through the STOP Team’s efforts enough evidence and information was gathered to obtain a search warrant for Mr. Bunkleys motel room.

 

During the search several thousand dollars in cash was seized along with a quantity of Heroin.  Mr. Bunkley was charged with possession with intent to deliver and is currently being held in SCRJ.

 

As is always the case in criminal matters, the charge against Mr. Bunkley is merely an accusation.  He is presumed innocent unless and until proven guilty.  Attached is a mug shot taken during his arrest.

December 10, 2013: One Person Shot in Rand

On the evening of December 10, 2013 a man was shot on the 5100 block of Raven Drive in Rand, WV. Kanawha County Deputies arrived within minutes.

The victim was transported by KCEAA ambulance to CAMC General. Though he was conscious at the time of departure no update on his condition is available. The family of the victim has not fully been notified, and his name is not being released at this time.

Detectives believe the victim was known by his attackers. He was beaten before being shot. The attackers are described as 3-4 black males in hooded sweat shirts. They fled on foot and then in a white SUV. No motive is being released tonight.

December 11, 2013: Arrest of Fugitive by STOP Team and Detectives

On December 11, 2013 the Kanawha County Sheriff’s Office STOP Team and Detectives arrested Farrell Duane Patton on Falcon Drive north of Charleston, WV.  Mr. Patton was wanted for a Kanawha County Circuit Court Capias for possessing substances used to manufacture methamphetamine.

 

Tips from the public led to his apprehension.  He was profiled the previous night (12/10/13) on WCHS Television’s Fugitive Files segment. 

 

Attached is a mug shot from an arrest of Mr. Patton in October, 2013, by the Kanawha County Sheriff’s Office.  As is always the case in criminal matters, the charges against Mr. Patton are merely accusations.  He is presumed innocent unless and until proven guilty.

December 11, 2013: Additional Information on Shooting

The victim of last night’s shooting in Rand, WV is Nicholas Coping, 29 years old of Montgomery, WV.  He is in stable condition at CAMC General.

 

The investigation is continuing today, but no additional information will be released.

December 12, 2013: Arrests Made in Strong-Arm Robbery

On December 9, 2013, around 6:30 p.m., Metro 911 dispatched Deputy J. Ferrell of the Kanawha County Sheriff’s Office to Old Goff Mountain Road in Cross Lanes to investigate an attack.  The victim, John Miller (33 years old of Cross Lanes, WV), had injuries about his head.  His face was covered in blood, and was bruised, and swollen.  He said he went for a ride with a girl he knew named Chelsey Flavin (23 years old of Ona, WV), after meeting her at a nearby shopping plaza. 

 

Ms. Flavin drove the vehicle to a remote area of Old Goff Mountain Road and pulled over.  She exited the car and opened the trunk.  Her boyfriend, Christopher Estep (26 years old of Huntington, WV), exited the trunk and attacked Mr. Miller.  During the attack Mr. Miller said his wallet and other items were stolen by the couple. 

 

While at the scene Mr. Miller was unsteady on his feet and his speech was sometimes hard to understand.  Deputy Ferrell attributed this to the injuries to Mr. Miller’s head.  He was taken to an area hospital by medics Kanawha County Emergency Ambulance Authority to be treated.

 

Deputy Ferrell conducted an investigation.  He obtained additional information which led him to arrest Chelsey Flavin and Christopher Estep.  They were each charged with robbery, a felony.  They are currently being held in Western Regional Jail.

 

Below is the statute commonly referred to as strong-arm robbery:

 

§61-2-12. Robbery or attempted robbery; penalties.

(c) If any person: (1) By force and violence, or by putting in fear, feloniously takes, or feloniously attempts to take, from the person or presence of another any property or money or any other thing of value belonging to, or in the care, custody, control, management or possession of, any bank, he shall be guilty of a felony and, upon conviction, shall be confined in the penitentiary not less than ten nor more than twenty years; and (2) if any person in committing, or in attempting to commit, any offense defined in the preceding clause (1) of this subsection, assaults any person, or puts in jeopardy the life of any person by the use of a dangerous weapon or device, disabling chemical substance or an electronic shock device, he shall be guilty of a felony and, upon conviction, shall be confined in the penitentiary not less than ten years nor more than twenty-five years.

Counterfeit Money Passed

On Monday December 16, Deputy T.A. Fouch responded to the 7-11 store on Shadyside Road in the outskirts of St. Albans after store personnel reported having received two (2) fake $20 bills sometime during the day. The cashier said he was very busy during his shift and he believes the suspect took advantage of the opportunity. Store managers are reviewing surveillance footage in an attempt to determine who passed the bills.

 

So far this Christmas Season, there have been several counterfeit bills passed in Kanawha County, in no one particular area. We encourage all store personnel to be on the lookout for suspicious currency. Denominations to date have been $10’s, $20’s, $50’s and even $100’s.

December 19, 2013: Deputy of Year Announcement Tonight

Each year the Sheriff of Kanawha County recognizes one Deputy Sheriff for his or her outstanding work with a Deputy of the Year award.  This year the award will be presented by the Sheriff, John Rutherford, and his Chief Deputy of the Law Enforcement Division, Mike Rutherford, at the Kanawha County Commission meeting on December 19, 2013 at 5:00 p.m. in the Old County Courthouse.

 

Supervisors of each patrol shift and subdivision of the agency nominate one person who has excelled.  The nominations ordinarily include examples from the year when the nominee has gone beyond the scope of duty to help others, worked after-hours to solve a case, or been looked to by coworkers for advice.  The nomination letters and bodies of work are then considered by the Sheriff and Chief Deputy, who select one as Deputy of the Year.

 

The nominees will be present for the ceremony on Thursday evening.  Though journalists frequently cover the meetings of the Kanawha County Commission, the Sheriff wanted to extend an invitation, too, so reporters can meet these Deputy Sheriffs and help him recognize their efforts.

December 22, 2013: Accidental Shooting of Ten Year Old in Quick

On December 22, 2013 at approximately 5:30 p.m. a shooting was reported in the 3800 block of Pentacre Road near Quick, Kanawha County WV.  A caller reported to Metro 911 that a nine year old and ten year old were target practicing with a 410 shotgun near a creek when the ten year old was accidentally shot.  The ten year old female received injuries to her arm and chest.

 

Medics were dispatched along with Kanawha County Sheriff’s Deputies.  Local volunteer fire department members also responded to render aid.

 

She was transported from the scene by personal vehicle until a responding ambulance with the Kanawha County Emergency Ambulance Authority met them along the route.  HealthNet launched a helicopter to assist with transport, but was cancelled when the ambulance was determined to be the fastest mode of transportation and continued to Charleston Area Medical Center’s General Division Hospital with the patient. 

 

The patient was taken into surgery upon arrival.  The Kanawha County Sheriff’s Office will not likely issue further updates on the condition of the victim.

December 23, 2013: Update to Pentacre Accidental Shooting

Overnight the ten year old female shot yesterday evening died at the hospital.

December 23, 2013: 2nd Update to Shooting on Pentacre Road

The Kanawha County Sheriff’s Office is continuing its investigation into the shooting death of a ten year old female on Pentacre Road near Quick, WV, yesterday evening (December 22, 2013).  When all evidence, statements, and reports are completed the sum will be given to the Office of the Prosecuting Attorney of Kanawha County for review.  That office will determine whether or not to pursue criminal charges in the matter.  The shooting is still viewed as an accidental event.

 

Among the several questions posed to the Kanawha County Sheriff’s Office today was one on the nature of the relationship between the involved nine year old boy and ten year old girl.  They were friends and were not relatives.  They were visiting the residence of a family member of the nine year old male.

 

No additional information on the incident will be released this date.  When more information is available another press release will be distributed.

Fatal Christmas Eve Crash

 

Kanawha Sheriff’s Deputies are investigating and early morning fatal crash on Interstate 64 west, just past the Institute Entrance that occurred just before 6:00am. A semi and trailer from Dolin Trucking of Dunbar, driven by Michael Powell of Winfield was merging or had merged onto the Interstate going west at Institute when a double trailer from the Roadway Corporation struck the Dolin Trucking Company truck in the rear. The Dolin truck was full, hauling ash, which is burnt coal.

 

Powell was taken to Thomas Hospital for minor injuries while the driver of the Roadway truck was pronounced dead on the scene. He has yet to be identified due to the extensive damage. His departure and destination are also unknown at this time.

 

The Dolin truck/trailer sustained moderate damage while the cab of the Roadway truck was totaling demolished.

 

The Accident Reconstruction Unit of the Kanawha Sheriff’s Office is currently determining the point of impact as well as other possible contributing factors.

 

Interstate 64 westbound from Dunbar to Cross Lanes continues to be shutdown while towing services work to remove the trucks and debris. We anticipate the roadway to reopen possibly by noon today unless further problems arise. Due to light volume westbound, traffic is being diverted from the Interstate at the Dunbar Exit and seems to be moving smoothly down Route 25 where they can access I64 from Goff Mountain Road or at the Nitro Entrance.

 

More information will be released as it becomes available.

 

Christmas and other Holidays are not exempt from tragedy, so we encourage all to use good judgment both on and off the highway.

 

Additionally, it is 0910am now and there are multiple accidents north of Charleston on both I77 and I79, so we discourage any unnecessary traveling until roads become safer.

I just spoke with officers on the scene at Institute I64 and they indicate the road could be reopened in as little at 45 minutes or 1-2 hours due to a problem removing the Roadway tandem-trailers.

 

We are still hoping for noon.

 

Additionally, I am working on the identity of the Roadway truck driver and should have it soon as well.

 

Sorry for the delay, but this accident caused “EXTREME” damage to the units involved and the weather both have hampered crews on the scene.

December 26, 2013: Shooting During Bar Fight in Cross Lanes

On December 26, 2013, at 2:31 a.m., Kanawha County Sheriff’s Deputies were dispatched to a fight at Appetizer’s Restaurant and Lounge on Goff Mountain Road in Cross Lanes, WV. Callers to Metro 911 reported fighting both inside and outside the bar.

While Deputies were responding to the scene shots were fired outside the bar. When law enforcement officers arrived people were rapidly leaving the area. At about the same time a Nitro Police Officer stopped a minivan at the Cross Lanes I-64 interchange. Inside the vehicle was a shooting victim.

Carlo Gray, 22 years of age of Saint Albans, WV, was shot in the leg.

The scene is currently being examined and evidence is being collected. Several vehicles and structures were struck by gunfire. Evidence suggests more than one gun was used, but all shell casings found are handgun caliber.

Detectives are also interviewing witnesses. Many people fled the scene during the chaos and violence. Investigators encourage any one with information, particularly witnesses, to call 304-357-0169 and leave their name and number so a detective can contact them.
