March 13, 2014: Assist Identifying Vehicle

Around the first week of February West Virginia Paving near Dunbar, WV, reported a theft.  During the first five weeks of the year the business lost approximately $8,000.00 in diesel fuel from a storage tank.  They had the tank inspected for leaks first, then reviewed surveillance footage and found the truck in the attached picture. 

 

The male driver of the truck is believed to have stolen approximately 1,800 gallons of fuel during January and early February.  The thefts are still being investigated.  The truck is a modified white pickup. 

 

Anyone with information on the truck, its owner, the driver, or the thefts is asked to contact the Kanawha County Sheriff’s Office.  Deputy S. M. March 13, 2014: Suspicious Package on Court Street

On March 13, 2014 at approximately 11:52 a.m. Metro 911 received a call reporting suspicious activity.  The caller witnessed a male hide a backpack in some bushes along Court Street across from Saint Francis Hospital in Charleston.  The Charleston Police Department responded.  Their officers confirmed the suspicious package location and requested the Kanawha County Sheriff’s Office Bomb Squad respond to assist.

 

Upon their arrival the area was closed to traffic while the package was examined.  It was determined the package contained no hazardous items and the area was reopened.  Inside the bag were personal items and trash.

 

Street closures, though inconvenient, are often necessary when examining suspicious items.  The Kanawha County Sheriff’s Office has operated its Bomb Squad for fifteen years.  It is used as a regional response team by law enforcement agencies in and around Kanawha County.

March 13, 2014: Arrest Made in Kidnapping and Rape Case

On March 13, 2014 Michael Dale Salisbury, 29 years old of Charleston, was arrested for kidnapping and 2nd degree sexual assault.  The warrant was obtained earlier in the day following an investigation.  The crime occurred on March 6, 2014. 

 

On Thursday evening a BOLO (be on the lookout) was issued for Mr. Salisbury while detectives were searching for him to make the arrest.  He was located by officers with the Dunbar Police Department.  They detained him until detectives with the Kanawha County Sheriff’s Office arrived a few moments later.  They arrested Mr. Salisbury.

 

Though much of the complaint is probably unsuitable for broadcast or print, I have attached the public document for convenience, so each journalist can make the determination of what is appropriate for their stories. 

 

Mr. Salisbury is currently being fingerprinted, and will be arraigned at approximately 10:30 p.m.  The charges against Mr. Salisbury are merely accusations.  He is presumed innocent unless and until proven guilty.

March 17, 2014: Crashes Overnight

From March 16, 2014 at noon until March 17, 2014 at 9:00 a.m. Kanawha County’s Metro 911 handled 31 crashes.  The Kanawha County Sheriff’s Office worked 16 of those crashes.

 

There were 16 crashes with injuries, seven of which were handled by Sheriff’s Deputies.  Another 15 car crashes occurred with no reportable injuries.  KCSO worked nine of those.

 

As the winter weather wanes please continue to be careful on the roadways.

Early Morning Accident on Sissonville Drive

Kanawha County Deputies continue to investigate the cause of an early morning accident today at 0515 am on Sissonville Drive. Deputies believe a semi – tractor and trailer driven by Jeffrey Perry age 46,  of Alma, MI was traveling north on RT. 21 just outside the City Limits of Charleston and slowing to make a right hand turn, when an SUV driven by David L. Keen age 78 of Charleston struck the trailer in the rear end.

 

The large truck and trailer owned by Larsen Trucking of Greenville, MI sustained minor damage while the Chevrolet Equinox sustained total damage. David Keen was transported by the Kanawha County Emergency Ambulance Authority to CAMC General Division for unknown injuries.

 

The accident remains under investigation and no citations have been issued as of yet.

March 18, 2014: DUI Checkpoint Planned

On March 21, 2014 from 9:00 p.m. until 2:00 a.m. the Kanawha County Sheriff’s Office, in conjunction with the Governor’s Highway Safety Program, will be conducting a high visibility sobriety checkpoint.  The checkpoint will be held on WV Route 25 near Institute, WV.

 

The Kanawha County Sheriff’s Office has a zero tolerance policy toward impaired driving in Kanawha County.  To help maintain safe roadways our Deputy Sheriffs participate in checkpoints and targeted patrols throughout the year.

March 24, 2014: Pedestrian Killed on Frame Road

On March 24, 2014 at approximately 8:00 a.m. a crash was reported to Metro 911.  Callers said a pickup truck struck a pedestrian on Frame Road in the Elkview area.  The crash occurred near the entrance to the Elk Crossings Apartment complex.

 

The truck was traveling east, toward U.S. Route 119.  The pedestrian had just exited a Kanawha Regional Transportation bus.  She was struck by a full-size Dodge pickup truck.  She was pronounced dead at the scene.

 

The pedestrian was 21 year old Ashley Whitehair of Elkview. 

 

The crash is being investigated by the Kanawha County Sheriff’s Office.  A reconstruction expert has been assigned the case and was on scene taking measurements, interviewing witnesses, and gathering evidence.  The roadway has been closed since first responders arrived, and is still closed at this time (10:50 a.m.).  The investigators will look at a multitude of factors that may have played a role in the incident.  Included are driver error, pedestrian error, speed, mechanical failure, and the environment.

Detroit Heroin Dealers Arrested

Two Detroit men were arrested last night around 10:00pm after a month long investigation by the Kanawha County Sheriff’s Office STOP Team. The Kanawha Sheriff’s Office SWAT Team executed dual search warrants on the suspects’ apartments in the Big Eagle Apartment Complex in Jefferson. STOP Team members seized a large amount of cash from both apartments as well as a loaded pistol and approximately one (1) ounce of Heroin from one of the apartments.

 

Keival L. Kelley age 29 of Detroit, MI was charged with Possession of Heroin with Intent to Deliver. Steven Walker age 38 of Detroit, MI was charged with Possession of Heroin with Intent to Deliver. A loaded pistol and cache of ammunition was found in Walker’s apartment. Investigating Officer Cpl. F.E. Flowers is collaborating with the United States Attorney’s Office regarding potential federal charges against Walker, due to prior felony convictions.

 

Both suspects were placed in the SCRJ on a $25,000 Full Surety Bond.

 

Heroin made a ferocious entrance in Kanawha County a couple of years or so ago precipitating epidemic use and consequently multiple and regular fatal overdosing has been the result.

March 24, 2014: Press Conference Scheduled

The Sheriff would like to invite journalists to a press conference on Tuesday, March 25, 2014, at 2:00 p.m. at our office’s B-Building.  At the event the Sheriff will introduce our new drug drop-box.  This box will afford the public a safe, lawful, and environmentally friendly way of disposing of unused prescription drugs. 

 

Additional details will be announced at the event.  I’m told local government leaders plan to be present, and the U.S. Attorney for the Southern District of West Virginia, Booth Goodwin, will also be in attendance. 

 

The B-Building of our headquarters is accessible on Goshhorn Street between Virginia St. and Kanawha Blvd.   Look for the door and awning labeled, “Legal Process/Training.”  The drop-box is located just inside that door, and the press conference will take place in our Training Room accessed down a hallway from that entrance.

March 25, 2014: Venue Change for Announcement

This afternoon’s 2:00 p.m. event is being moved.  It was going to be held in our Training Room, but we are switching the location to our other building.  Many of you are familiar with the mock courtroom on the first floor of the “A Building.”  That is the new location for the event.

 

The mock courtroom is behind our lobby, and is accessed from Virginia Street through the main entrance of the W. Kent Carper Justice and Public Safety Complex at 301 Virginia Street East.  It is directly across Virginia Street from the main entrance to the Robert C. Byrd Federal Courthouse.

 

We moved the drug box from the B Building to a hallway location outside the mock courtroom.  This location not only affords a better venue for the announcement and speeches, but will make photographing and videoing the box much easier.

March 26, 2014: Arrest in Drug Investigation in Chelyan

On March 26, 2014 Kanawha County Sheriff’s Deputies executed a search warrant at Gatewood Court, Chelyan.  The Kanawha County Sheriffs STOP Team had been investigating the distribution of heroin involving a subject from Detroit for several weeks.  Through this investigation the suspect was identified as being Terrell Montaie of Detroit, MI.

 

Deputies executed the search warrant at a trailer that Mr. Montaie was known to stay at.  They were able to locate Mr. Montaie along with a quantity of heroin, pills, and two handguns.  Mr. Montaie was charged with possession with intent to deliver heroin.  Charges related to his being a felon in possession of a firearm are possible.  The Deputies may also request the federal government prosecute Mr. Montaie.

 

The charges against Mr. Montaie are merely accusations.  He is presumed innocent unless and until proven guilty.  Attached is a mug shot taken during his arrest today.

Operation Graduation Prom Alive

The Kanawha County Sheriff’s Office in partnership with the Kanawha County Commission, Kanawha Board of Education, Kanawha County Emergency Ambulance Authority, Metro 911 and Law Enforcement Agencies in Kanawha County are happy to announce the kickoff of the 9th Annual “Operation Graduation Prom Alive” on Friday, March 28, 2014 at 10:00 with a Press Conference at Kanawha Metro Communications.

 

Each season for the past eight years, the Kanawha County Sheriff’s Office has coordinated Operation GPA in an effort to strategically place police officers around the county by attending both Prom and Graduation Ceremonies and patrolling post-event gatherings to help ensure the safety of our children. Operation GPA is an “Aggressive-High Visibility- Zero Tolerance” Program that targets persons who choose to drive under the influence and/or any person illegally using alcohol, drugs or prescription medication.

 

These extra patrols are made possible by the Kanawha County Commission and funds from the Public Safety Levy in the amount of $15,000.00 to pay officers.

Today, March 27, 2014, the Kanawha County Sheriff’s Office conducted a warrant sweep.  Warrants related to domestic violence and family court law violations were the primary concern, but the teams arrested anyone located who had an active warrant in our files.

March 30, 2014: Shooting Overnight near Dunbar

On March 29, 2014 at approximately 11:11 p.m., a car crash was reported near Tyler Middle School on Washington Street West, just outside of Dunbar, WV.  An F-150 had struck a utility pole.  As additional information was received at Metro 911 it was learned a passenger also had a gunshot wound to his abdomen. 

 

The wounded passenger was Corneal Mazeal Cooper, 37 years old of Charleston, WV.  Kanawha County Sheriff’s Deputies arrived within minutes.  The driver and passenger were both taken to Charleston Area Medical Center’s General Division for treatment. 

 

The Kanawha Bureau of Investigation has assumed the case and had detectives on scene last night.  The shooting is under investigation.  Anyone with information about the incident is asked to call 304-357-0169 or submit a tip on our website at www.kanawhasheriff.us.  Those providing tips can remain anonymous.

April 2, 2014: Fatal Crash on Big Tyler Road

On April 2, 2014, shortly after 7:00 p.m. a green Chevrolet Camaro was traveling along Big Tyler Road in Cross Lanes toward Dunbar.  Near Point Harmony Elementary School (in the 5200 block of Big Tyler Road) the Camaro entered the turn lane and began passing vehicles, then weaving through traffic.  Other motorists swerved off the roadway to avoid being struck by the Camaro.  

A Kanawha County Deputy Sheriff saw the dangerous driving and attempted a traffic stop on the vehicle.  The driver of the Camaro refused to stop.  The Deputy Sheriff pursued the vehicle along Big Tyler Road.  At one point the Deputy reported the speed of the pursuit was 85 miles per hour.  He made the decision to stop pursuing the vehicle while in the 4800 block of Big Tyler Road.  

He continued to travel along Big Tyler Road and came to the scene of a crash near Klondike Road in the 4900 block.  The Chevrolet Camaro had struck a Honda Accord in a head-on collision.  The Honda Accord landed over an embankment on its side.  The Chevrolet Camaro remained on the roadway, badly damaged, and caught fire.  

The Deputy on scene ran to the Camaro and helped two passengers out.  They were unable to remove the driver.  The Deputy returned to his car and reactivated his vehicle’s emergency lights to alert other motorists to the hazard.  Nearby residents brought out a water hose in an attempt to put down the fire on the Camaro.  

The Tyler Mountain Volunteer Fire Department responded to assist with rescue and fire control efforts.  Ambulances from the Kanawha County Emergency Ambulance Authority responded, as well.  They transported the two passengers from the Camaro and the driver of the Honda Accord to Charleston Area Medical Center for treatment.  There were no other passengers in either vehicle.

The driver of the Camaro was pronounced dead at the scene.  The Office of the Chief Medical Examiner dispatched an investigator to the scene.  An autopsy may be performed.  

The Kanawha County Sheriff’s Office dispatched a team of crash reconstruction experts to the scene to gather evidence and collect data.  Big Tyler Road will be shut down for several hours during the investigation.

April 3, 2014: Drug Take Back Box Heavily Used

April 3, 2014: Felon with Gun Arrested after Search

On April 3, 2014 the Kanawha County Sheriff’s Office STOP Team executed a search warrant at the residence of Chris Carey located on Church Drive in Rand.

The STOP team had been investigating Mr. Carey (26 years old of Rand) for several weeks based on a tip they had received in regards to him spellings drugs from the residence. Enough information was obtained to secure a search warrant for the residence.

The search warrant was executed and Mr. Carey, who is a two time convicted felon, had a handgun in the residence. Along with the firearm a quantity of marijuana and several thousand dollars were seized from the residence.

Mr. Carey was arrested and charged with being a felon in possession of a firearm.

As is always the case in criminal matters, the charges against Mr. Carey are merely accusations. He is presumed innocent unless and until proven guilty.

April 3, 2014: Update to Big Tyler Crash

The driver killed in yesterday evening’s crash on Big Tyler Road was Travis Wade Camp, 30 years old of Nitro and Charleston.

The driver of the Honda Accord involved was Paula Holmes, 41 of Cross Lanes.

The investigation into the crash is continuing. Reconstruction experts with the Kanawha County Sheriff’s Office will continue to gather and analyze data to piece together what happened.

April 4, 2014: Fugitive Arrested by CUFFED Task Force

On the evening of April 3, 2014 Deputy Sheriffs assigned to the Warrants Division of the Kanawha County Sheriff’s Office received word that a fugitive was willing to turn in himself to authorities.  The Deputy Sheriffs and Deputy U.S. Marshals had been searching for Eden Holt Wolfe of Kanawha County.  Mr. Wolfe was wanted on a circuit court capias related to a transferring and receiving charge, as well as an outstanding warrant for brandishing. 

 

Law enforcement officers devoted many combined work hours to locating Mr. Wolfe.  When he called to arrange to turn in himself he said he was tired of running.  Mr. Wolfe had been featured on WCHS Television’s Fugitive Files segment.

 

The Deputies met him at Standard Baptist Church.  Mr. Wolfe was wearing a camouflage top.  He was not wearing any other clothing.  He had scratches on his face, legs, and arms, and said he had been bitten by a snake after falling into a snake pit. 

 

Mr. Wolfe was examined by the medical staff at Charleston Area Medical Center’s General Division prior to being arraigned on the charges.  He was then taken to South Central Regional Jail.  Mr. Wolfe was unable to make bond on the brandishing charge, and will have to be seen by a Circuit Court Judge before a bond is set on the other offense.

April 6, 2014: Man Killed in Clendenin Shooting

On April 6, 2014, during the early afternoon Metro 911 received information reporting a man being chased with an axe. The address for the calls was on Robinson Road near Clendenin, WV.

After the initial reports another call was place to Metro 911. The man who had been chased shot the man who was chasing him. The man shot was Robert Parsons, II, 38 years old of Clendenin.

Mr. Parsons was declared dead at the scene. The Kanawha County Sheriff’s Office is investigating the matter. Throughout the investigation today detectives have been consulting and informing assistant prosecuting attorneys of Kanawha County. No arrests have been made in the incident. The events are still under investigation.

Additional information will be released as facts are learned or confirmed, decisions are made, and the course of the investigation allows.
