April 7, 2014: Child Shot in Cross Lanes

On April 7, 2014 Deputies from the Kanawha County Sheriff’s Office were called to Thomas Memorial Hospital Emergency Room for a 4 year old child that had been shot in the arm.  The injury was non-life threatening.

 

The investigation at the hospital revealed that the shooting occurred at the child’s residence on Dalewood Dr. in Cross Lanes.  Detectives with the Kanawha Bureau of Investigations obtained and executed a search warrant at the residence.  Evidence was recovered there to indicate the shooting did occur there.  It is also believed that the person who did the shooting was a 5 year old sibling of the victim.

 

Through the investigation it is believed the shooting incident itself was an accident.  Other crimes associated with the incident are still being investigated to include any negligence by the parents of the children. 

 

Child Protective Services was notified and are also investigating the incident.

 

The investigation to this point has lead to the arrest of the parents of the victim.  The charges on both of the parents are Child Neglect Resulting in Risk of Serious Bodily Injury.  The parent’s names are:

 

John L. Seymour 23 Years Old of Cross Lanes

Tabitha L. Bowen 24 Years Old of Cross Lanes

 

They are in custody but have not been arraigned.  The time of this release is 5:53 p.m.  An estimated time of arraignment is 6:15 p.m.

April 10, 2014: STOP Team Arrests Two in Chesapeake

On April 10, 2014 the Kanawha County Sheriff’s Office STOP team executed a search warrant on the residence of Arthur Ray Elkins, age 49 of 124th street, Chesapeake.  Deputies had been investigating a tip that Arthur Elkins was selling illegal drugs from this residence.  

After several weeks of investigation, search warrants were obtained and executed.  Prior to executing the search warrant and while conducting surveillance on the residence Arthur Ray Elkins Jr. (23 years old) was observed leaving the residence in a vehicle.  He was stopped a short distance from the residence.  He had approximately 1 ounce of marijuana packaged for sale.  

A search of the residence turned up an additional 1.5 pounds of marijuana.  Arthur Ray Elkins was arrested and charged with 2 counts of possession with intent to deliver marijuana.  Arthur Ray Elkins Jr was charged with 1 count of possession with intent to deliver Marijuana.  


As is always the case in criminal matters, the charges against Arthur Elkins, Sr., and Arthur Elkins, Jr. are merely accusations.  Each is presumed innocent unless and until proven guilty.

Plane Crash in Eastern Kanawha County

On April 11, 2014, at approximately5:00 p.m. Metro 911 received reports of a plane crash across the Kanawha River from Pratt, WV, and above Route 60 between Glasgow and Cedar Grove.  Firefighters with the Glasgow and Cedar Grove Volunteer Fire Departments responded to assist in locating the crash.  Deputies with the Kanawha County Sheriff’s Office assisted in the search.  West Virginia State Police Troopers and WV Division of Natural Resources Police also responded.

The crash was located around 6:40 p.m. by both firefighters on the ground and crews in a WV State Police helicopter.  The area is inaccessible for vehicles and ATVs.  Rescue workers had to make their final approaches on foot.  Damage from a small, single engine plane was located.  Two bodies have been located amidst the wreckage.  

The flight was not one being tracked by Charleston’s Yeager Airport.  According to Yeager Airport officials the flight did not originate and was not scheduled to land at their airport.

The Federal Aviation Administration was contacted about the incident.  They have dispatched a team that is scheduled to arrive tomorrow morning.  They will assume the lead role in the response at that time.  Overnight the Kanawha County Sheriff’s Office will have Deputy Sheriffs on site securing the remote area.

Though the Kanawha County Sheriff’s Office will assist other investigators, it is not the lead investigative body in this matter.  No additional inquiries into the crash will be answered by the Sheriff’s Office.  All inquiries should be directed to the FAA.

April 12, 2014: Head-On Interstate Crash

On April 12, 2014, at approximately 3:30 a.m. Metro 911 dispatchers received a report of a vehicle traveling east in the west bound lanes of I-64 between Nitro and Cross Lanes, WV. The dispatchers issued BOLOs (Be on the Lookout) in the area. Kanawha County Sheriff’s Deputies responded to search for the vehicle. While en route they were told the wrong-way driver struck another vehicle head-on.

Deputy S.M. Adams reported the crash. The driver of the struck vehicle, Daniel Harrison (30 years old of Milton) was taken to Charleston Area Medical Center’s Teays Valley Division for treatment to several injuries. The wrong-way driver, Lori Call (41 years old of Nitro), was taken to Thomas Memorial Hospital for treatment of a leg injury.

At the crash scene Mrs. Call was given a preliminary breath test which indicated her blood alcohol content was more than three times the legal limit. The limit is 0.08%. Her preliminary reading was 0.274%.

Mrs. Call’s vehicle continued to move after impact approximately 300 feet east.

Mrs. Call has been arrested. She is charged with DUI causing injury and failure to maintain control. She was scheduled to be arraigned this morning, and the conditions and amount of bond are unknown.

As is always the case in criminal matters the charges agains Mrs. Call are merely accusations. She is presumed innocent unless and until proven guilty.

April 12, 2014: Press Conference on Plane Crash

The NTSB has scheduled a press conference for today at 4:00 p.m. The conference will take place at the incident command post at Ward Cemetery and Church on Kelly’s Creek Road, north from Glasgow, WV.

April 12, 2014: Additional Info on Plane Crash

The plane crash near Glasgow, WV is now being investigated by the National Transportation Safety Board.  Their press office phone number is 202-314-6100.

NTSB Investigator Dennis Diaz gave a statement and answered questions for local reporters today, April 12, 2014.  He permitted the Kanawha County Sheriff’s Office to release the following information:

The pilot was Lazarus Enoch Sommers, 50 years old.  The passenger was his wife, Maryann Sommers, 56 years old.  They were from Millersburg, OH.  Both were killed in the crash.  

The flight originated at Akron Fulton Airport in Ohio.  It was bound for Spartanburg, South Carolina.

April 13, 2014: Stabbing on Wise Acres Drive

On April 13, 2014 shortly before 3:00 a.m. Kanawha County Sheriff’s Office Deputy J. M. Martin was dispatched to Wise Acres Drive, off Greenbrier Street near Charleston, WV.  Metro 911 received a call reporting an altercation and possible stabbing.  When Deputy Martin arrived he saw several people standing around a described car.  He detained two men identified as possible suspects by a 911 caller.  They were detained without incident.

 

Deputy Martin then found Jerry M. Shaffer, 31 years old of Elkview, laying nearby with a stab wound.  Deputy Martin described the injury to Mr. Shaffer’s neck as, “bleeding profusely.”  Mr. Shaffer was able to describe the man who stabbed him.  He was then taken to an area hospital for treatment, and his current condition is unknown.

 

That man was identified as Jason Allen Wright, 33 years old of Summersville, WV.  Mr. Wright was arrested and charged with malicious assault.  Mr. Wright was also injured during the altercation.  He was taken to Saint Francis Hospital for evaluation and treatment prior to being arraigned on the charge.  He sustained injuries to his face and head.

 

According to the statements and evidence gathered at the scene it is believed the two were engaged in a fight.  A third person was also involved in the fight.  The incident started while Mr. Wright was driving a vehicle with three passengers, one of whom was Mr. Shaffer.  When Mr. Wright stopped the vehicle the argument moved into the street and escalated, ending with the stabbing of Mr. Shaffer. 

 

As is always the case in criminal matters, the charge against Mr. Wright is merely an accusation.  He is presumed innocent unless and until proven guilty.  Attached is a mug shot of Mr. Wright taken during the booking process.

April 14, 2014: Home Invasion in Sissonville

On April 14, 2014 at approximately 4:36 a.m. Kanawha County Sheriff’s Office Deputy J. M. Burdette was dispatched to 1244 Wolf Pen Drive in the Sissonville area.  Metro 911 received a call reporting a burglary that had just occurred.  When Deputy Burdette arrived, he met with the homeowner and victim,  58 year old Mrs. Haynes.

Mrs. Haynes indicated that two males  forced their way into her residence while she was asleep.  The two males brandished pistols and demanded prescription medications from Mrs. Haynes.   Mrs. Haynes complied with the demands of the two males.   After the males received the prescription medication they fled the residence.

April 14, 2014: Juvenile Charged with Bomb Threat

On the afternoon of April 9, 2014 a bomb threat was received at Elk Elementary Center on Pennsylvania Avenue in the Elkview community of Kanawha County.  The Kanawha County Sheriff’s Office’s Bomb Squad responded.  The Bomb Squad quickly searched the facility and found no hazardous devices.

 

On April 14, 2014 a juvenile petition was signed charging a student of Elkview Middle School with placing the terroristic threat.  The name and other identifying information about the juvenile will not be released.  The charges against the unnamed juvenile are merely accusations.  He or she is presumed innocent unless and until proven guilty.

 

The Kanawha County Sheriff’s Office responds to bomb threats by immediately investigating the threat.  The investigation involves building searches and the sometimes use of sophisticated equipment.  It also involves determining the source of the threat and making arrests of those responsible.

April 17, 2014: DUI Checkpoint Scheduled

The Kanawha County Sheriff’s Office in conjunction with the Governor’s  Highway Safety Program will be conducting a high visibility sobriety checkpoint on Friday, April 18, 2014 from 9:00 p.m. to 2:00 a.m. on WV Rt. 817 near Saint Albans.

 

The Kanawha County Sheriff’s Office has a “zero” tolerance when it comes to impaired driving in Kanawha County and randomly conducts checkpoints and targeted patrols throughout the year to target impaired drivers on the roads of Kanawha County.

April 17, 2014: Fatal Crash On MacCorkle Avenue

On April 17, 2014 at approximately 3:00 p.m. a crash was reported to Metro 911 on U. S. Route 60 near the Putnam County line, west of Saint Albans, WV. First responders from the West Side Volunteer Fire Department, Saint Albans City Fire Department, and the Kanawha County Emergency Ambulance Authority went to the scene to assist. The Kanawha County Sheriff’s Office’s Crash Reconstruction Team is now investigating the incident.

A 2000 Ford Ranger was traveling east on Route 60. It went off the road to the right, then left into incoming traffic, then right off the roadway into an embankment. It the overturned and came to rest in the roadway.

The female driver, Melinda Fox (42 years old) was trapped. She was later extricated by fire department personnel and transported by KCEAA ambulance to Charleston Area Medical Center’s General Division for treatment. The male passenger was trapped in the wreckage. He was pronounced dead at the scene. His name was Timothy Fox (52 years old). He was the husband of the driver. They were both from Black Betsy in Putnam County.

While the event is still under investigation, the physical evidence at the scene indicated speed was a key contributing factor. The vehicle was owned by another family member.

April 19, 2014: Body Located in Woods

On April 19, 2014 the Kanawha County Sheriff’s was dispatched to the Cooper’s Creek area for a body found in the woods.  An ATV rider located the body while riding.  

The body had decayed and identification was not immediately possible.  The Pinch Volunteer Fire Department assisted with accessing the area and recovering the body.  The Office of the Chief Medical Examiner will perform an autopsy.

April 21, 2014: Robbery at Elk River Convenience Store

On April 20, 2014, during the 5:00 a.m. hour, the 7-Eleven store in the 5100 block of Elk River Road was robbed.  A white male wearing blue pants and a blue hoodie entered the store with a garment covering his face.  He demanded money, brandishing a box-cutter.  The clerk complied and the suspect left with an undisclosed amount of cash. 

 

Kanawha County Sheriff’s Deputies were on scene within a few minutes and began searching the area, interviewing witnesses, and gathering evidence.  The suspect was described as approximately 5’8” tall, 270 pounds, white male.  He may be 50-70 years old.

April 24, 2014: Shooting in Institute

On April 24, 2014 at approximately 8:30 p.m. a group of men were playing dice outside an apartment complex on Smoot Avenue in Institute, WV. A fight broke out among those in the group and one man produced a handgun and fired several shots. One of those shots struck another man in the group in the leg.

The suspect and others fled the scene. The victim was transported to Thomas Memorial Hospital with non life threatening injuries.

At about the same time a vehicle crashed a few blocks away. The occupants of that car fled, too. A possible link between the crash and the shooting is being explored.

The shooter was described as a black male, approximately six feet tall.

DUI with a Minor in the Vehicle and Domestic Battery

 

Deputies responded early this morning, at about 0617 a.m., to Ballard Road in the Alum Creek area after a female called and reported she had been beaten by  her husband James Belcher, age 41.  While Deputies and the Kanawha County Emergency Service were responding, Belcher left the home with their two year old daughter. Responding Deputies saw the suspect fleeing at a high rate of speed in a blue mini-van, turned around to catch up and they discovered the van abandoned just two miles from the victim’s house. Passersby called 911 to notify authorities, which aided in locating Belcher and his daughter quickly, as the morning temperature was in the low 50’s. Belcher had taken his two year old daughter and fled into a wooded area, but quickly surrendered to Deputies. Deputies responded quickly to the initial call which averted a potentially dangerous outcome.

 

Another Deputy continued his response to the victim, while Paramedics treated her for minor abrasions etc. The victim/mother Amanda Belcher age 30, was transported by Deputies to take custody of her two year old daughter.

James Belcher is being charged with DUI with a Minor in the Vehicle and  Domestic Battery. He will be arraigned shortly.

 

The arresting officers are Corporal J.S. Cochran and Dep. J.S. Shackelford, II.

Car Accident

Deputy J.A. Smith was called to 2471 East DuPont Ave in the Riverside area at 1100am after receiving a call of a car striking a home. After speaking with the driver, who was the sole occupant of her car, Deputy Smith determined Rhonda Livesay age 56 of Boomer was traveling west on US 60/East DuPont Ave when she fell asleep. Her 2014 Chevrolet Malibu ran off of the road and over the embankment striking the porch structure of a house.

 

Livesay was transported to CAMC General Division for treatment of minor injuries.

 

Nobody was home at the time of the accident.

 

The accident remains under investigation. No citations have issued at this time.

May 7, 2014: Stabbing in Cross Lanes Overnight

On May 6, 2014 at approximately 11:30 p.m. a call was received at Metro 911 reporting a fight in the 5100 block of Dover Drive in Cross Lanes, WV.  Deputies with the Kanawha County Sheriff’s Office responded.  Deputies arrived and discovered one person stabbed as a result of the fight. 

 

The victim, Fred Lee Cook, Jr., 29 years old of Cross Lanes, had been cut across his abdomen.  Ambulances from the Kanawha County Emergency Ambulance Authority were dispatched to the area.  The Deputy Sheriffs on scene quickly questioned others in the residence about the stabbing.  They were told Mr. Cook was arguing with his cousin Stephon Jerome LeMaster, 20 years old of Cross Lanes.  Both live at that residence with other family members.  During the fight Mr. LeMaster stabbed Mr. Cook.

 

Mr. LeMaster was located elsewhere on the property, in an adjacent apartment.  While Kanawha County Sheriff’s Office Deputies attempted to detain Mr. LeMaster, who was described as cooperative, they were interrupted by his girlfriend, Chelsea Huffman, 19 years old of Cross Lanes.

 

After the scene was made safe the KCEAA crews came to the scene to treat the victim, Mr. Cook.  He was transported to Charleston Area Medical Center’s General Division for treatment.  Details of his current condition are unknown to law enforcement.

 

Deputies at the scene located additional evidence, including the knife believed used in the incident. 

 

Mr. LeMaster was arrested and charged with malicious wounding.  He was out of jail on bond for a separate, pending felony offense, having been charged by Saint Albans Police Department.  Ms. Huffman was charged with disorderly conduct, underage consumption, and obstructing an officer.  Both were taken to South Central Regional Jail to be held until their arraignments.

May 7, 2014: Crash on I-79

On Wednesday, May 7, 2014 at approximately 1:30 p.m. a white box truck was traveling south on I-79 near the 11 mile marker.  The truck crashed and overturned.  Kanawha County Sheriff’s Deputies were dispatched with an ambulance from the Kanawha County Emergency Ambulance Authority.  The Pinch Volunteer Fire Department also responded to assist.

 

Based on the evidence at the scene and statements taken, the truck was traveling south on I-79.  It went off the roadway to the right, then left across both lanes and into the median where it overturned and came to a stop.

 

The truck was hauling produce, and no hazardous materials were involved.  There were no other vehicles involved.  The driver was the only occupant of the truck.  The driver was not trapped or ejected.  He was also not injured in the crash.

 

The driver indicated the truck shifted before he lost control.  The truck was removed from the highway, and the roadway was reopened shortly before 3:00 p.m.

May 12, 2014: Meth Lab Located on Fairview Acres

On May 12, 2014 Deputies with the Kanawha County Sheriff’s Office located a meth lab in a residence on Fairview Acres, outside the city limits of South Charleston, WV.  In addition to finding components of an ordinary meth lab, investigators also found a “shake and bake” type lab that had been used in the past and still contained some ingredients. 

 

Stephen Gregory Skaggs, 27 years old of Saint Albans, WV, was arrested and charged with operating a clandestine meth lab.  He was arraigned by Magistrate Pauley who set a bond of $5,000.00 or 10% property.  Mr. Skaggs was unable to make bond, and was taken to South Central Regional Jail.  Attached is a mug shot from today’s arrest.
