On the morning of October 30, 2014 Deputy J. A. Smith responded to an address in the 600 block of Jordan Creek Road, Elkview WV, for a reported domestic disturbance. While on the way to the scene Deputy Smith located Joshua Eugene Randolph, 32 of Elkview, walking along the road. Mr. Randolph was detained and Deputy Smith continued to the residence where the incident occurred.
During the course of the investigation Deputy Smith found Mr. Randolph’s live-in girlfriend at a neighbor’s house. She had visible injuries to her face and neck. She returned to the scene of the disturbance and explained she was packing her things to leave Mr. Randolph when he began a physical fight with her. He took her phone from her when she tried to call 911. During the fight he also took a power cord from a computer and wrapped it around her neck and mouth, then pulled at both ends of the cord. He let go of the cord and threw things at her as she was fleeing to a neighbor’s house where she was able to call 911.
Deputy Smith consulted with an assistant prosecuting attorney who advised him to charge Mr. Randolph with attempted murder and malicious wounding, both felonies. Mr. Randolph was later arraigned on the charges, then remanded to South Central Regional Jail in lieu of bond.
The charges against Mr. Randolph are merely accusations. He is presumed innocent unless and until proven guilty. Attached is a mug shot taken during his arrest on October 30, 2014.
